TRACS, the Tenant Rental Assistance Certification System, is the HUD system that receives tenant certifications and subsidy payment requests for Multifamily housing programs. Owners and management agents send form HUD-50059 and monthly vouchers into it, and HUD pays subsidy based on what TRACS accepts.
TRACS sits between the property and the money. The site builds a certification and transmits it as a MAT file, and HUD checks it against its own edits for eligibility and subsidy accuracy. A voucher that does not match accepted tenant data does not get paid in full.
The current specification is 202D, which defines the MAT file formats, the HUD-50059 fields, and the discrepancy codes that come back. The MAT User Guide holds the mechanical rules, including the requirement that certification components are stored to the penny and only totals are rounded to the dollar.
Most properties never touch TRACS by hand. Property management software builds the MAT file, transmits it, and reads the response. That is why a system's TRACS handling matters more than its screens. When the software writes a file HUD rejects, someone at the site spends the month reconciling vouchers by hand.
Example
A site processes an annual recertification with a March 1 effective date. The software writes it to a MAT file and transmits it. TRACS accepts the certification, and the March voucher requests subsidy that matches it. If the certification is rejected and the voucher is not, the property is paid on data HUD does not hold, and the difference comes back as a discrepancy.
Why TRACS matters
TRACS is the payment path. A certification HUD has not accepted is unpaid subsidy, whatever the file at the site says. Repeated rejections also show up in the property's compliance record, so the transmission layer is where a quiet data-entry habit turns into a finding.
