Intermediate figures carry to the penny and only the final TTP rounds to the dollar. That order is what HUD uses, and it moves the answer by a dollar if you do it the other way round.
Gross rent is an admissions screen, not a ceiling. Under 4350.3 Exhibit 5-8 an owner may admit a Section 8, RAP, or PAC applicant only if TTP is less than gross rent. If an in-place household’s TTP reaches gross rent, the assistance payment goes to zero, the household pays the contract rent, and assistance is terminated on form HUD-50059 under code TI.

This follows the pre-HOTMA framework that governs HUD Multifamily project-based Section 8 through December 31, 2026: Handbook 4350.3 REV-1 Change 4 and 24 CFR 5.611, 5.628, 5.630, and 5.632. Notice H-2025-07 moved full HOTMA compliance for Multifamily to January 1, 2027, so the deduction amounts and the medical expense threshold change for certifications effective on or after that date. Verify against the executed form HUD-50059 before anything goes in a file. Covers subsidy type 1. It does not model every income exclusion, subsidy type, or hardship determination.
